Mr. Parnes has handled hundreds of cases representing parents where the State Department of Health and Human Services (DHHS) has either filed petitions to take temporary custody of their children or seek to terminate the parental rights. He has been successful on numerous occasions in preventing the termination of parental rights in both Oakland and Genesee Counties. He has helped many parents get their children returned.

At the Annual Oakland County Adoption Day Ceremonies on November 24, 2015, Mr. Parnes was the recipient of the Sandra Silver Child Advocate of the Year Award. The Award is given in honor of the late Probate Judge Sandra Silver by the Oakland County Family Court Judges and is presented to the attorney the Judge’s believe has shown exceptional dedication in representing children and parents.

Juvenile Deliquency

Mr. Parnes has handled hundreds of cases representing youth in juvenile criminal delinquency matters such as sexual misconduct, assault and battery, retail fraud, school truancy and possession and/or use of illegal substances/alcohol. In representing the youth, Elliot educates and advises the parents and youth on the applicable legal rights and options, court process, prepares and argues motions in court and appears at all hearings and trial before a Referee, Judge or Jury.

Presently if a child is 17 or older (s)he will be treated as an adult for criminal purposes. Starting in October 2021, 17-year-olds will no longer automatically be treated as adults in Michigan’s criminal justice system. However, the prosecutor can make the decision to charge any juvenile as an adult depending upon the circumstances.

Adoptions by Step Parents, Grandparents, Guardians

Mr. Parnes handles cases representing step-parents, grandparents, guardians and relatives seeking to terminate parental rights so as to be able to adopt the children. Elliot will advise individuals of the legal process file the required documents and appear in court at all hearings and trial. These matters usually involve seeking to terminate the rights of parents, who having the ability to support and visit the children, have failed to substantially do so for a period of two years or more prior to the filing of the petition to terminate the parental rights.
